Pate Building Group

is a Birmingham-based general contractor and design-build integrator built for U.S. Department of Defense work — USACE, NAVFAC, VA, and GSA. Our founder has delivered federal projects from $6.5M installation renovations to a $195M diplomatic compound across Europe and the Middle East; our Chairman has led Alabama construction for four decades. We are bringing that execution discipline and that network to a lean, small-business prime.

What we do

Six service lines, built around federal delivery risk

We bid what we can win well and execute what we know cold. Every scope is delivered through a curated network of qualified subcontractors and trade partners under project-manager-led controls — not a carried craft workforce or an owned equipment fleet.

01

Renovation & Repair

Facility recapitalization, interior and exterior renovation, historic renovation, and ADA compliance upgrades on DoD installations.

02

Design-Build

Single-source delivery against performance specifications, executed with teamed A-E design partners under PBG design management.

03

IDIQ & MATOC Task Orders

Task order execution under multiple-award indefinite delivery vehicles across the Southeast and, later, the European theater.

04

Secure & Sensitive Facilities

Controlled-unclassified and classified facility support, SCIF-adjacent construction, and access-controlled site environments.

05

Utilities & Infrastructure

Electrical, mechanical, plumbing and utility upgrades inside base environments, plus civil and site packages under building-led contracts.

06

Fast-Response Repair

Quick-turn repair and emergency alteration work — high-frequency, fast-pay scopes that build CPARS history early.

How we operate

The project manager is the CEO of the project

Accountable for profitability, schedule, quality, safety, subcontractor performance, and the client relationship — not just one lane of it. That single principle drives how we hire, how we compensate, and how we structure every job.

In federal work, CPARS is the currency. Ratings follow you into every future source selection. We build for “Exceptional” and “Very Good” from the first task order, and we tie project manager compensation directly to CPARS outcomes so incentives and client experience point the same direction.

Operational disciplines

  • FAR-fluent preconstruction — contract review that catches risk before the bid goes in, not at closeout.
  • PM-led project controls — monthly cost-to-complete reviews, disciplined change order logs, weekly receivables aging, live schedule actualization.
  • Trade partner management — prequalification, performance scorecards, schedule integration, and strategic teaming.
  • Quality systems aligned to UFC standards and NAVFAC/USACE quality requirements, governed through subcontractor QC plans.
  • Safety as differentiator — treated as a performance advantage, not a compliance checkbox.
Where we work

USACE South Atlantic Division and NAVFAC Southeast

Our first five years are focused on the commands and installations closest to our subcontractor relationships and name recognition — then the European theater, where our founder already has direct program relationships.

Phase 1 · U.S. Southeast

USACE Mobile, Savannah, and Nashville Districts and NAVFAC Southeast. Maxwell-Gunter AFB, Redstone Arsenal, Fort Novosel, NAS Pensacola, NAS Whiting Field, Mayport, and Fort Stewart.

Phase 2 · European Theater

USACE Europe District and NAVFAC EURAFCENT — pursued as bonding capacity, compliance systems, and overseas procurement capability mature.

Phase 3 · Department of State OBO

Diplomatic and consular construction, first as a capable sub-prime and ultimately as a prime, built on direct OBO new-compound delivery experience.
